Director, Office of Consular Affairs, DFA (Philippines)
Atty. DYAN KRISTINE B. MIRANDA-PASTRANA is presently the Acting Director for the Authentication Division in the Department of Foreign Affairs Office of Consular Affairs, which is the Competent Authority for the implementation of the Apostille Convention in the Philippines.
Atty. Miranda-Pastrana is also the Supervising Officer of the Civil Registry Division in the Office of Consular Affairs. She was previously posted as Consul at the Philippine Consulate General in Los Angeles, California from 2015-2021 supervising Administrative, ATN, Cultural and Community Relations as well as Gender and Development.
As Head of the Authentication Division, she has spearheaded the conduct of several training seminars and webinars on the Apostille Convention for Authentication personnel, government agencies and the public.
Atty. Miranda-Pastrana holds the degrees of Bachelor of Laws from the Ateneo de Davao University, and Bachelor of Arts, Major in Psychology from the University of the Philippines. She was part of the Graduate Program of the Department of Foreign Affairs and Trade in Canberra, Australia and has a Certificate in International Environmental Law from the UN Institute of Training and Research. She also has units in Masters in Industrial Relations from the UP School of Labor and Industrial Relations.
A staunch gender and development (GAD) advocate, Atty. Miranda-Pastrana previously headed the GAD Secretariat of the DFA from 2012-2015. She represents the Philippines in the Women’s Entrepreneurship Day Organization, a global organization promoting women entrepreneurs and sits on the board of Entrepinayship, a non-profit organization founded by Ms. Anna Marie Cruz based in Los Angeles, California which promotes Filipina entrepreneurs globally.
