Court Administrator Raul B. Villanueva is a native of Narvacan, Ilocos Sur. He earned his Bachelor of Arts degree in Economics from the University of the Philippines, Diliman, in 1985 and obtained his Bachelor of Laws degree from the University of the Philippines College of Law in 1990.
Court Administrator Villanueva first joined the Judiciary in December 2002 when he was appointed as Presiding Judge of Branch 255, Regional Trial Court (RTC), Las Piñas City. He was at one point the Acting Presiding Judge of Branch 267, RTC, Taguig City and Acting Presiding Judge of Branch 4, RTC, Manila. In March 2009, he was designated as the Executive Judge of the RTC Las Piñas City. Aside from expeditiously and efficiently discharging his judicial duties, he was actively involved in the Philippine Judges Association where he rose to become its Executive Vice President. He also became the Charter President of the Las Piñas City Judges Association.
Upon his appointment as Deputy Court Administrator in March 2010, he was assigned to take charge of several judicial regions and once was tasked to supervise judicial regions 1 to 12. In addition, he has been named either as Chairperson, Vice-Chairperson, or member of various regular and special committees of the Office of the Court Administrator or in the Supreme Court. He was also designated as the Chairperson of three (3) Bids and Awards Committees in the Supreme Court. Further, he is a Professorial Lecturer at the Philippine Judicial Academy and is the Vice-Chairperson of its Court Management Department.
Court Administrator Villanueva was appointed to his new position as the head
of the entire Office of the Court Administrator last 01 March 2022.
