Director General of the International Cooperation Department
Judge GAO Xiaoli obtained her Ph.D. in Law from University of International Business and Economics, Master in Law both from Montreal University and Peking University, Bachelor in Law from China University of Political Science and Law. She was a visiting scholar of Max-Planck Institute for Comparative and International Private Law.
Judge GAO has been working at the SPC since July, 1994, starting in the Economic Division, and subsequently transferred to the Fourth Civil Division and the First Circuit Court. She was appointed as a judge in December, 2001. In January 2015, she became a Presiding Judge of the First Circuit Court of the SPC. In September 2017, Judge GAO was appointed as the Deputy Chief Judge of the Forth Civil Division. She has engaged in foreign related civil and commercial adjudication and international judicial assistance in civil and commercial cases for more than 2 decades.
Judge GAO has been the Director General of the International Cooperation Department since April 2020 and served concurrently both as the Deputy Chief Judge of the Sixth Circuit Court and was in charge of the Second International Commercial Court since February, 2021.
